## YouTube Partner Program 2026: Requirements & Earnings

To earn ad revenue from the YouTube Partner Program (YPP), you need — as of October 2026 — 1,000 subscribers plus 4,000 qualified watch hours in twelve months or 10 million qualified Shorts views in 90 days; in Germany, channel memberships, Super Thanks and Shopping unlock from just 500 subscribers. From February 1, 2027, YouTube doubles the ad-revenue threshold for new applicants. Here’s what counts, what share reaches you, how payouts and the tax form work — and why brand deals usually pay more.

### The requirements for the YouTube Partner Program

The YouTube Partner Program has two tiers, and according to YouTube Help both are open to creators in Germany, Austria and Switzerland.

- **Expanded YPP (fan funding and Shopping):** 500 subscribers, three public uploads in the last 90 days and either 3,000 qualified watch hours in twelve months or 3 million qualified Shorts views in 90 days. This unlocks channel memberships, Super Chat, Super Stickers, Super Thanks and Shopping — but no ad revenue yet.
- **Full YPP (ads and Premium):** 1,000 subscribers and either 4,000 qualified watch hours in twelve months or 10 million qualified Shorts views in 90 days.

“Qualified” is precise: only public videos count. Private, unlisted and deleted videos are excluded, as are views from ad campaigns. Shorts feed watch time doesn’t count toward the 4,000 hours — long-form and Shorts are separate routes, and you must complete one in full.

Formal requirements also apply: you live in a country where the program is available, have no active Community Guidelines strike, use 2-Step Verification on your Google account, have access to advanced features and exactly one linked AdSense account. Memberships, Super Chat and Super Thanks require you to be at least 18; younger creators only receive ad revenue if a legal guardian handles payments through AdSense.

Hitting the threshold doesn’t mean you’re in. YouTube reviews the whole channel against its monetization policies — according to Help, typically within about a month.

### What changes from February 2027

On August 10, 2026, YouTube announced an overhaul of the Partner Program on its official blog. It takes effect on February 1, 2027; details are in [YouTube Help](https://support.google.com/youtube/answer/12843009?hl=en):

- **Higher entry bar:** new applicants need 8,000 qualified watch hours in the last 365 days or 20 million qualified Shorts views in 90 days for ad and Premium revenue — twice as much as before. The 1,000 subscribers stay.
- **Fan funding unchanged:** memberships, Super Thanks and Shopping keep the 500-subscriber threshold.
- **New bar for Shorts money:** from February 2027, you only earn from Shorts ad and Premium revenue with 10 million qualified Shorts views in the last 90 days. Below that, you stay in the program and keep earning on long-form.
- **Existing partners stay in but must be active:** if you’re already in the YPP, you keep your status, even below the new entry figures. A channel counts as active with 1,000 watch hours in 365 days, 1 million Shorts views in 90 days, or two long-form videos or five Shorts every 90 days. Fall below and you get 90 days to reach the watch-hour or Shorts-view figure again.

If you’re already a partner, accept the new terms in YouTube Studio by January 31, 2027 — otherwise earnings from the affected features stop on February 1 until you agree. If you’re close to today’s thresholds, apply as soon as you reach them.

### Revenue share: long-form versus Shorts

How much of every ad euro reaches you is set by the modules of the YPP terms — and the logic differs by format.

**Long-form (watch page):** for ads in and around your public videos, you receive 55% of net revenue under the YPP terms. According to YouTube Help, videos of eight minutes or longer can also carry mid-roll ads.

**Shorts (Shorts feed):** ads between Shorts don’t belong to any single video, so YouTube pools the Shorts feed’s ad revenue every month. Music licensing comes out first: if a Short uses one track, half of its attributed revenue goes to music partners; with two tracks, two thirds. The rest forms the Creator Pool, split by your share of Shorts views in each country — and according to YouTube Help, you keep 45% of your allocation, whether your Short uses music or not.

**YouTube Premium:** when Premium subscribers watch your content, you share in their subscription. YouTube’s blog post on the overhaul describes the model: 30% of net Premium subscription revenue and 60% of Premium Lite go into separate pools, from which creators receive 55% for long-form and 45% for Shorts.

In practice, a single Shorts view usually earns considerably less than a long-form view — compare the RPM of both formats in YouTube Analytics. That doesn’t make Shorts a losing proposition: they bring reach and deliver subscribers for your long videos. How both work together is on our [YouTube Shorts](https://creatorhub.agency/en/services/youtube-shorts) page.

### The revenue streams in the Partner Program

Ads are one of several revenue streams — and for smaller channels often not the first.

- **Ads:** pre-roll, mid-roll and Shorts feed ads. They scale with views and depend on what advertisers pay for your audience — finance differs from gaming, December from January.
- **Channel memberships:** fans pay monthly for extras like badges, exclusive videos or members-only livestreams. Predictable income that grows with loyalty, not views.
- **Super Chat and Super Stickers:** paid, highlighted messages in live chat — worthwhile mainly for channels with regular livestreams.
- **Super Thanks:** viewers tip under a video and their comment is highlighted — ideal for channels without livestreams.
- **YouTube Shopping:** you sell your own products via a linked store or tag other brands’ products. According to YouTube’s German blog, the Shopping affiliate program has been rolling out in Germany since September 3, 2026, launching with retailers like OTTO, MediaMarktSaturn, Kaufland and ABOUT YOU.

For memberships, Super Chat and Super Thanks, you keep 70% of net revenue under the YPP terms. YouTube Studio’s monetization area shows whether you’re unlocked for the affiliate program. According to YouTube Help, music channels and channels set to “made for kids” are excluded from the Shopping affiliate program.

The practical advice: unlock every stream as soon as you can. Once a channel with weekly livestreams meets the first tier, Super Chat and memberships pay off long before ad revenue is possible; a review channel in fashion, beauty or fitness benefits early from tagged products.

### AdSense, tax form and payouts

Payouts don’t come from YouTube itself but through AdSense for YouTube. Each channel links to exactly one active AdSense account; you create it in YouTube Studio or connect an existing one. Make sure name and address match your ID and bank details exactly.

**Payment threshold:** in euros, it’s €70 according to AdSense Help. Your balance accumulates until it reaches that amount, then it’s paid out.

**US tax info:** even as a creator in Germany, you submit US tax information in AdSense. According to YouTube Help, only earnings from viewers in the US are taxed — at 0 to 30%, depending on whether a tax treaty applies and you claim its benefits. If your tax info is missing, Google may withhold up to 24% of your worldwide earnings on an individual account.

**Taxes in Germany:** your YouTube earnings are taxable in Germany, and depending on volume, business registration and VAT come into play. This section does not replace tax advice. Talk to a tax advisor before your first payout arrives — not at tax-return time.

### Why brand deals usually pay more than ad revenue

To estimate ad revenue realistically, you need two metrics from YouTube Analytics. CPM shows what advertisers pay per 1,000 ad impressions — before YouTube’s share. RPM shows what you actually earn per 1,000 views — after YouTube’s share, across ads, Premium, memberships and Super Chat, and across all views, including those without ads. According to YouTube Help, RPM is therefore lower than CPM, and only RPM works for planning.

Blanket RPM figures from the internet won’t help: niche, viewer country, video length and season shift it heavily. Use your own numbers — views times RPM divided by 1,000. A worked example: for a video with 100,000 views to earn €3,000 through the YPP, you’d need an RPM of €30. Compare that with your own RPM.

Brand deals work differently: a brand pays for your credibility with a specific audience, not for the ad slot. For orientation, micro creators (10,000–50,000 followers) charge €250–1,500 and mid-tier creators (50,000–250,000) €1,500–5,000 per post; for YouTube integrations, the price also depends on expected views. A single deal can bring in more than a whole month of ad revenue.

The YPP still matters: it’s the foundation that runs independently of brands, and your YouTube stats are the argument in every negotiation. At creatorhub, we have managed creators across all platforms since 2019; how that works is on our [creator page](https://creatorhub.agency/en/for-creators). Brands looking for YouTube creators will find more under [YouTube marketing](https://creatorhub.agency/en/services/youtube-marketing).

### Revenue streams at a glance

| Shorts feed ads | Full YPP; from Feb 2027 also 10M Shorts views in 90 days | 45% of pool allocation | High-reach Shorts channels |
| YouTube Premium | Full YPP (from 1,000 subs) | 55% long-form, 45% Shorts | All ad-monetized channels |
| Channel memberships | Expanded YPP (from 500 subs), 18+ | 70% net | Communities with regular viewers |
| Super Chat & Super Thanks | Expanded YPP (from 500 subs), 18+ | 70% net | Livestreamers, loyal fans |

### How many subscribers do I need for the YouTube Partner Program?

For ad revenue, you need 1,000 subscribers plus 4,000 qualified watch hours in twelve months or 10 million qualified Shorts views in 90 days. In Germany, fan funding such as memberships and Super Thanks starts at 500 subscribers, three uploads in 90 days and 3,000 hours or 3 million Shorts views.

### Do Shorts views count toward the 4,000 watch hours?

No, watch time from the Shorts feed doesn’t count toward the 4,000 hours. Long-form and Shorts are two separate routes into the YPP: either 4,000 hours with public long-form videos or 10 million qualified Shorts views in 90 days.

### What is the difference between RPM and CPM on YouTube?

CPM shows what advertisers pay per 1,000 ad impressions, while RPM shows what you actually earn per 1,000 views after YouTube’s share. According to YouTube Help, RPM therefore comes out lower than CPM — plan with RPM only. There is no fixed amount per 1,000 views; only the shares are fixed: 55% of net ad revenue on long-form, 45% of the allocated pool share on Shorts.

### What changes in the YouTube Partner Program in 2027?

From February 1, 2027, new applicants need 8,000 watch hours in 365 days or 20 million Shorts views in 90 days for ad and Premium revenue; the 1,000 subscribers stay. Existing partners keep their status but must accept the new terms in YouTube Studio by January 31, 2027 to stay fully monetized. From then on, only channels holding 10 million Shorts views in 90 days earn from the Shorts pool.

### Do I have to fill out a US tax form as a creator in Germany?

Yes, creators in Germany also submit US tax information in AdSense. According to YouTube Help, only earnings from US viewers are taxed, at 0 to 30% depending on the tax treaty; without that info, Google may withhold up to 24% of your worldwide earnings on an individual account. For your tax obligations in Germany, this note does not replace tax advice.

### Is the Partner Program worth it if brand deals pay more?

Yes, the Partner Program is worth it as a foundation, even though brand deals are the bigger revenue stream for most creators. Ad and fan revenue keep running independently of brands, and your YouTube stats underpin every price negotiation. For orientation: a mid-tier creator (50,000–250,000 followers) charges €1,500–5,000 per post.
